Freeze strategy

9 min

The cheapest retrofit is the one you never have to do. A freeze restricts changes in the maintenance track so fewer of them reach the project. SAP's conversion guidance tells programs to plan and communicate the code freeze early, because the freeze period is one of the real costs of a conversion for the business.

Freeze levels

LevelWhat is allowed in ECCTypical timing at Contoso
OpenNormal maintenance with retrofitUntil the project copies ED1 to build CMD
Soft freezeFixes, legal and regulatory changes, small approved enhancements; no new projectsFrom the development copy until integration test
Hard freezeEmergency fixes and legal changes only, each approved by Luis and the process ownerFrom the start of UAT until cutover
Cutover freezeNothing, except an agreed emergency procedureCutover weekend

Staged freeze levels reduce retrofit volume as go-live approaches.

  2. Month 2Soft freezeBusiness informed: enhancements wait unless approved
  3. Month 7Hard freezeEmergencies and legal changes only; every one retrofitted within five days
  4. Month 9Cutover freezeNo changes; the register must be fully closed

Making a freeze stick

Freezes fail when the business does not know about them or does not believe them. Announce dates early, explain what still counts as an emergency, and give the business a place to park requests: a backlog that will be considered for the first release after go-live. Then enforce it in the change process. At Contoso, any ECC feature request during hard freeze needs Luis's and the process owner's approval, and Grace reports the number of exceptions to the steering committee monthly.

  1. Is it a production stoppage, a security issue or a legal deadline?Yes → emergency change in ECC, retrofit within five days · No → next question
  2. Can it wait for the first release after go-live?Yes → park it in the post-go-live backlog · No → next question
  3. Can it be built only in S/4HANA and go live with the project?Yes → add it to project scope, no ECC change · No → exception to the board with retrofit cost stated

Freezing the project track too

Freezes are not only for ECC. The S/4HANA track also needs a freeze before cutover, so that what was tested in UAT and rehearsed in the dress rehearsal is what goes live. Contoso freezes CMD for new scope at the end of integration test and allows only defect fixes and retrofits afterwards, each through a feature with Luis's approval. Two freezes, aligned, make the last weeks quiet enough to reconcile.

Expect pressure on the freeze to rise as go-live approaches, not fall. Business teams know the old system will soon be gone and try to squeeze in last changes. Hold the line by showing the cost: each ECC exception means a retrofit, a retest in CMQ and a reconciliation entry, during the weeks when the project has the least spare capacity.

Legal and regulatory changes

Some changes cannot wait: tax rate changes, statutory reporting updates, payroll rules. Plan for them. Check the calendar for known legal changes during the freeze window, and decide early whether they will be built in ECC and retrofitted, or built only in S/4HANA because they take effect after go-live. A year-end change that takes effect on 1 January for a Q3 go-live, for example, may only need to exist in S/4HANA.

What would you do?

During hard freeze, sales asks for a new output form for Great Lakes Fleet Services in ECC "because they asked nicely". It is not urgent and S/4HANA goes live in eight weeks. What is the best answer?

Key points
  • Freezes reduce retrofit volume; plan and communicate them early.
  • Stage the freeze: open, soft, hard, cutover.
  • During hard freeze, allow only emergencies and legal changes, each retrofitted quickly.
  • Give the business a parking place: a post-go-live backlog, or build only in S/4HANA.
